Dr. Cao and Assoc. Prof. Evgeni Evgeniev, guest lecturers at a University of Economics – Varna international workshop

A workshop on ‘European Union Research and Innovation Policies: Horizon Europe and the Role of European Joint Ventures’ was held on 2 Aug 2021 at University of Economics – Varna.

The forum was hosted by Assoc. Prof. Radan Miryanov, UE – Varna Vice-Rector for Internationalization, who welcomed the workshop attendees on behalf of the academic governance and personally on behalf of Prof. Evgeni Stanimirov, UE – Varna Rector.

Dr. Cao, Head of Strategy & Policy at Huawei’s EU Public Affairs and Communication Office, based in Brussels, opened the discussion with a presentation on the spread of innovative digital technologies and globalization, and the forthcoming 4th industrial revolution.

Assoc. Prof. Evgeni Evgeniev, First Secretary for Education, Research and Innovation at the Permanent Representation of the Republic of Bulgaria to the EU, Brussels, Belgium, spoke in detail about the Horizon Europe framework programme, which supports research and innovation in the EU for the programme period of 2021 – 2027.

Assoc. Prof. Evgeni Evgeniev emphasized the EU leadership position in establishing joint ventures in strategic areas of research, innovation and technologies in transportation (air and rail), information and communication technologies, intelligent networks and services, high-performance computing technologies, healthcare, biotechnology and pure hydrogen.

Assoc. Prof. Evgenai Evgeniev further added that as of spring 2022, European joint ventures will organize competitions (with direct funding from Brussels), expected to generate a budget for public-private partnerships of over 30 billion euros.

Ms. Alice Lee and Mr. Zhang Van Dong from HUAWEI Consumer Business Group Bulgaria were also guests at the workshop, which was attended by members of faculty, scientists and business representative. They all actively contributed to the discussion after the lectures.


Dr. Cao has broad experience in the telecommunications industry. He has a deep understanding of market trends, industry challenges, network deployment and technical development.

As Head of Strategy & Policy at Huawei’s EU Public Affairs and Communication Office based in Brussels, Dr. Hui Cao is responsible for policy and regulatory issues on innovative digital technologies towards the twin green and digital transitions. Prior to this position, Dr. Cao was the Network CTO in Huawei Western Europe with a focus on the latest technologies in exploring cost-effective solutions and practices in building experience-oriented and future-proof broadband networks. He also worked with China Telecom for broadband network management and development. Dr. Cao obtained his doctoral degree in Electronic Engineering from Oxford Brookes University in the UK.
